Brake lights not working on 2003 xc90. center brake light does

Brake lights not working on 2003 xc90. center brake light does work. replaced bulbs for rear brake lights did not fix problem

If the third brake light work you know the signal is coming out the REM.
This is most likely a relay problem.

Here is the relay 2/79 you need to check.
It is in the cargo area on the drivers side. It is behind the panel in the corner.
Also be sure to double check fuse 14 back there.
Just swap the relay with another one next to it.

How do i remove the fuse panel to get at the relay. I see the top clip bu the bottom black clip I dont know what to do with

You do not need/want to remove the fuse panel.

The interior panel gets in the way to remove and install the panel.
You should be able to get a hold of the relay with out removing the interior panel.

You can pull out on it slightly to give more access room to the relay.
