Have you tried fitting fresh batteries?
If the camera still does this when new, fully charged batteries have been fitted then the problem is likely with the lens mechanism.
If the camera detects any problem with the lens mechanism during startup, it will automatically turn off to help prevent any damage to the lens.This could be caused by some grit or sand getting into the lens mechanism and preventing it from operating normally.You can try cleaning around the lens, however disassembly and a good cleaning by a camera technician is recommended to resolve this.
