I have an older canon digital power shot A400. Is there a way to donload pictures from it to Windows 10?

Your model has an SD memory card slot. If you shoot pictures onto a memory card in that SD memory card slot, you could put that memory card into a memory card reader of the right sort on a Windows 10 (or any version of Windows) machine, and read the pictures or copy the pictures off the SD memory card onto the computer's hard drive, etc.

There is software for that model, called Camera Windows, for Windows 10, available for free here:

And you can try connecting it with a USB cable to your Windows 10 computer, and see whether the camera is recognized and accessible... it may not be, being an older model, but it could perhaps work that way also.
