Can you remove the battery from the phone and then hold the shutter button down for 60 seconds then release.
Then connect the battery, turn it on and tell me if it now charges please.
and exact same response is with the old battery correct?
It is the voltage regulator on the mainboard that has faulted that sends the power to the battery.
This confirms it as we have ruled out the firmware and battery as the issue

You return it to the place of purchase, they handle the repair for you, being under warranty it is free at no cost to you.
If the warranty has expired, it will depend on the cost of the part in your location and labor, but is on average $200 so if the warranty has expired, then get a pricing first as it can be more economically feasible to purchase a replacement camera in that event.
