- Have you tried a different USB charging cable?

The battery on this should be good for close to 3 hours so there seems to be a hardware problem. And generally this type of problem is caused by a failed battery. Is very likely that the problem existed when the device came from the factory. How long ago did you purchase it?
One thing I would suggest to check this and make sure it is not the charger the cable is to plug it into a computer USB port overnight. Charging this way is very slow, but the computer USB port will not try to determine batteries capacity so it should trickle charge it no matter what if you do this and still has a problem then it is definitely the battery this should be covered by warranty or even exchange if you bought it very Recently.
