I recently purchased a G15 that was factory refurbished. The flash control option on the set up menu is grayed out, and I cannot make the flash control on the settings wheel respond.

I am Pete, and I'll be happy to assist with your question today.
It sounds as though your G15 "thinks" that an accessory is fitted to its hot shoe. There's a metal clip on the flash hot shoe that acts as a micro switch to sense if an external flash (or accessory, even if it's a plastic hot shoe cover) is fitted.
Whenever the micro switch is actuated, the camera will automatically disable its internal flash and prohibit access to the built-in flash menu (greyed out). Instead, your camera will oddly allow you to access the menu for the external flash.
If this happens, then have your G15's hot shoe checked should the metal clip is somehow bent. This is not something unique only to this camera model; all cameras with a hot shoe can suffer from the same problem.
