I have worked out an answer for you below.

1. The chances are that this not so serious, dogs tend to do this when they have impacted anal glands and sometimes when they have intestinal worms.

2. The best thing to do is to take Sallie to the vet to have her anal glands checked, if this is the diagnosis then clearing the blockage is a very simple matter which your vet will do in a few seconds.
