Hello, my name is Dr. G and I will try and help you as best as I can. It sounds like your beardie has a cloacal prolapse. This can be uterus or GI tract. Prolapse can be due to (most commonly) recent egg laying or intestinal parasites. Has your beardie laid eggs recently? Regardless, this is a condition that requires veterinary attention. Your vet will need to place the tissue back and may need to place a suture to keep it from coming out again. Keep the area clean and moist until then.
