My dog has a dime size round raised red bump on his shoulder. He is a 3 yr old black lab. He scratched it and now it has dried blood on it. Could this be a tick?? If not what could it be and how do I treat it?

Yes just like that but appears smooth. The photo you sent looked slightly bumpy.
OK, this sounds highly suspicious for something called a histiocytoma. These are benign growths that appear randomly on young dogs, and generally resolve without any treatment within 3 months time.
When I see a patient with a histiocytoma, I recommend monitoring it for the next several months. If it grows, bothers him, or if it does not go away in that time period, I will remove it surgically for a biopsy.
