Can a senior year veterinarian student administer shots to animals without a licensed veterinarian being present in the state of Ohio ?

Generally, there has to be a vet on the facility premise with orders on what to give.
Certainly, there are exceptions, like vaccinations clinics in petstores. But, even those clinics, as far as I recall, have a supervising vet on site.
You also stated "being present". Even in a veterinary teaching hospital, a licensed vet is not necessarily "in the room" when a treatment is done. So, this is a very tricky question. I would get together some notes on exactly what guidelines you are trying to clarify and contact the state board.
