my small belgXXXXX XXXXX has developed a purple lump outside his anus yesterday with some slimy deposit coming out,he was very dejected, but perked up later, his poo is soft but small amount,this morning after srraining to have a poo there is blood on his backside, can they get piles, is it a prolapse could it be cancer,

Yes he is neutered, the lump is on the right but to the side more than the bottom of his anus,
It sounds like it could be an infected anal gland that ruptured during the course of the day. You did right with the bath.
Dogs aren't supposed to get hemorrhoids but they can get small tumors on their anus but from the location, it sounds like an anal gland.
Okay thanks for that, but what do I do now, taking him with us on holiday on Friday do I need to see a vet, ,
I would to get some antibiotics, have the anal gland sac instilled with some antibiotics and have the other gland expressed to make sure it doesn't do the same thing.

Anal gland infections happen sporadically but having them expressed regularly often decreases the infections incidence.
Hard to say on cost; I'm in the US.
In the US, about $50-60.
Until you can get him to his veternarian, I would apply a warm wet cloth to the area for 5-10 minutes to increase circulation to the area and help with pain. Or run warm water over the area in the tub.
