my dogs penis looks swollen and is sticking out just a bit.

my dog's penis looks swollen and is sticking out just a bit. He's been neutered.

Should I take him to the vet or just see if the swelling goes down on its own? It's been probably two days.

Absolutely, you must get him into a vet.
If it had been only a few hours at most, I would have hesitated on that advice, but this is very serious. When the penis remains swollen and protruding like that, the tissue can be easily damaged.

Well worth immediate examination to reduce the swelling.
