It's unlikely that both of your pups hips are displaced unless he has really bad hip dysplasia. It's possible that he has some spinal or nerve damage. You should get him to a vet as soon as possible for x-rays. If it is a spinal problem the earlier it is detected the better his chances for recovery. Please keep in mind that it may not be either of these problems. The only way you will know is to have a vet examine him. I hope this helps.
