My cat scratches alot, but does not have fleas. She looks like she has dandruff on her back. Can you tell me what is wrong

Cats can get dry flaky skin that will cause them to be itchy. I would recommend first trying a fatty acid supplement with Omega 3s. They have them at pet stores as well as your veterinarian's office. Derm caps are a common brand name. Put this on her food daily and it should help.

She also could have some allergies causing the scratching which is usually treated with some type of steroid to help the itching. If the fatty acid supplements don't help (give it about 2 weeks) then I would have her checked by your vet to see if it is allergies causing the scratching. Hope this helps.
