Yes, you can use the Borax powder on your rugs--it is basically the same ingredient that you find in FleaBusters powder. You just want to work the powder into the carpet using the back of a big broom (the big ones like you'd use to sweep a garage), then vacuum over the carpet when you are done. Enough of the powder will remain deep in the carpet where the fleas are and help dry up the adults and larvae.

If you have a bad flea problem, I would also put some Frontline or Advantage on your cats as well.
