I had a rash looking area at base of penis and scrotum within 12 hours of intercourse. It has not gotten any worse, but could this be herpes

No it is more itchy and like red color. If I let air out it just looks like dry patches. After a shower it is least irritated.
Can herpes present symptoms that quickly?
This does not sound like herpes. Herpes is painful, not itchy. Herpes does not present that quickly. This sounds more like an allergic reaction to something at the base of the penis. You could be allergic to your partner's detergent they use or possibly even a condom. I would recommend taking some Benadryl and you can put some hydrocortisone cream on this to stop the itching. Hope this helps.

On both my hips I have a light red rash as well, forgot to mention as it just started today
This still sounds like a possible allergic reaction. You should see a doctor to examine you to confirm this.
