S.30 is no heat demand from external source. The remote device has quite possibly lost its connection due to the power cut and could need re-pairing.

Sometimes the reciever has an override button you could try this to see if you get some response from your boiler

no shouldnt do you will need the instructions for the programmer which should have all the directions required.
