There is likely a restriction on the inlet. Check the screen on the inlet for debris. If not that there may be scaling on the heat plates. Then you would need to flush with vinegar and water(which should be done yearly).
Experience: I have been doing plumbing work for 20 years. Both servicing and new construction installation on high end homes.
