the land can make them supply you with product regardless of whether you owe
money or not unless there is an agreement which says that they must. I imagine
that the agreement is conditional upon you being up-to-date with payments to
them. If you are not up-to-date, you are obviously in breach of contract and
they will then be under no liability to supply you
