What Is the law regarding garden chimnay, I have a small chimnay fire in the garden and have been burning small pieces of wood on it and the old neighbours who complain about everything are complaining about it, are they legal to use

Yes, barbecues and chimineas are legal even in smoke control areas, so they can be used outside. However, if yours was causing a nuisance, say by belching large amounts of smoke in their direction they could action that as being a nuisance. However, reasonable use with no discernible affect on them is entirely permissible.
