Does a co-opted committee member have voting rights ?

This is a matter which may be covered in your constitution or rules but if not then it is a matter entirely for the elected committee to decide.
However. as a general rule, co-opted members are present by virtue of some particular attribute or knowledge which is considered likely to be of assistance to a committee in a given sitruation and as such they would not have, nor expect to be given, voting rightgs.
