If you have been charged with the offence by the police then of course it is the CPS that prosecute on behalf of the Crown. The person who has accused you of harassment would have made a formal complaint to the police that they want you to be prosecuted for the crime.

how do u know who is prosecuting you? I was told that it was the accuser not the police. Does that mean if the person drops the case that the police will still prosecute?

Criminal prosecutions normally are taken by the CPS. It is likely that if the prosecution witness does not attend trial then the case is likely to be withdrawn however it is not definite as it would depend upon the police and CPS if they still want to prosecute.
