how long does an parking warden have to wait before issuing an parking ticket when my car was parked on an single yellow line. i heard that they have to wait and witness the car parked there for 5 minutes, is this true?

Not quite. There's a lot of incorrect advice on the internet about parking fines.

The attendant's handbook recommends that they wait 5 mins before issuing a ticket. But that is only to rebut the driver's defence of loading.

A ticket issued within the 5 mins period is still valid but it becomes weaker evidence to rebut any defence raised by the driver of loading.
