I note that visa issue is a political matter but even so somebody should define this list. In many countries it is done by parliament, government, head of the border control etc.
Who sign the paper which becomes the base for publication on the web?
Can website http://www.ukba.homeoffice.gov.uk be considered as official media of the government? Let’s say I hold the passport of the country that is not in the list you kindly provide me. However, the officer on the border refuse me to enter the country, what shall I show him to prove that I have a right to enter UK?

There were no refusal, I just want to understand the procedure so that no surprises on the border control.
Lets say I hold Saint Kitts and Nevis passport. What official document ensure that I holders of St. Kitts passport are NO visa country?
Can you please refer to particular regulation which envisage 6 months period for holder of NON visa country?
Would it be still possible to give reverence to particular norm of law/regulation but not website which list countries which citizens do not require visa?
