You should review the original refusal letter which you received from the UKBA when your application was refused. The address for the UKBA should be on the letter, and at the end of the letter should be the name or the department where you need to write back to.
All you need to state is that you were informed by the UKBA via the letter dated xx that they had withdrawn their appeal. You can state that as per the enclosed letter (the letter which states that the UKBA has withdrawn their appeal) you would be very grateful if the UKBA could issue you with the leave to remain as soon as possible due to your urgent travel needs.
Send this to the UKBA as well as the letter they have withdrawn from the Hearing and send it recorded, this would be the best way to expedite the process.

hi , until now i have send two times the letter to ukba with attached withdrawn letter , but until now i didnt get any reply or my visa , what i have to do now its been 9months i dont have visa i dont have job because of my visa , these are very hard days for me , please give any solution , thank you
