Question Can a Malaysian citizen setup a limited company

Can a Malaysian citizen setup a limited company in the UK and runs the Limited company as a director from Malaysia while employing local UK citizens to run the business for him. He will only travel to the UK a few times a year. All meetings will be conducted via internet Skype on a routine basis. Local UK accountant and solicitor will conduct office matters on behalf for him.

If cannot, what would be the correct procedures or process for this person to register a Limited company with Company House to conduct business. The business is going to be an Oriental food supermarket.
