British passport holder returns after 32 years abroad. He is penniless! What are his rights?

He has a right to enter the country.

But he would NOT be entitled to a pension, income support or other like benefits.

He MAY be entitled to Housing / Council tax benefit.

But he would not be provided with a home by the Council unless he was in priority need (disability, children etc).
