I am a British Citizen who has been living in the USA for 9 years. I've been married for 4 years to a US citizen. I have two twin toddler sons with my wife (dual citizenship) and a 9-year-old stepdaughter from a previous relationship of hers. My wife has sole custody. The biological father has very little contact with the girl and is thousands of dollars in arrears on child support. I would like to relocate back to the UK with my family. My question is, will it hinder our ability to move since he still technically has parental rights? For the record, there is no Court Order stating that my wife may not move with the child. He currently resides in Arkansas and we live in North Carolina. Thank you for your help.
