was it possible befor the law in 2009 that when you have an irish visa that you can travel from there to uk in 2005

Not that I am aware of. Ireland is different from Northern Ireland. If you have a Visa for Eire, it does not necessarily mean you can travel to the rest of the UK without obtaining a valid visa.
