Hi

The problem you have is no 5volt feed to the digital tuner inside the machine the reason for that is failure of a 4.7uf capacitor it goes short circuit and takes down the 5 volt rail, to replace this capacitor is not easy, the dvd ram drive has to come out followed by 2 boards to get access to the capacitor which is snipped off its legs the new one fits onto the old legs

If you or someone has practical "hands on"experience it may be possible for it to be fixed (able to use a soldering iron)

Panasonic service I believe charge £80 for this fix
