transit duratorq engine keeps blowing oil filter housings on start up plus bad staring is there a filter in the sump and if blocked could that cause back pressure engine also turns over but will not fire and run

Assuming there isn't a part quality or installation issue, if you're bursting oil filter housings or lids the issue has to be abnormally high oil pressure. The pressure relief valve in the oil pump is most likely stuck.

Te first step in diagnosing the no start condition is checking for fault codes. Have you checked or fault codes?
