Hello and Welcome back to justanswer...

The wheel balancing was certainly the first thing to do as you have done -

As thats not cured it, I would expect that the condition of the tyres have been checked for any issues / construction problems, or even excess wear - if not, that should be done next-

I would suggest of all is ok as above - to fit the front wheels to the rear ( inc tyres ) and vice versa - swap them about -and see if you now have a vibration up through the car....and not through the steering as you have now....

If the vibration then "moves" to the rear - coming up through the car - then you know you have problems with the wheels / tyres. This can be a buckled wheel - even slight and is especially prevalent with alloy wheels ...

So try that as above - If the vibration stays at the front - then it is either one of the front suspension / steering bushes / joints faulty ( ad these are prone to this - especially on the lower arms so they need a thorough checking )... or, lastly , a fault with the power steering which would have to be then further investigated.

So thats the way to work through this one now to get to the bottom of this for you.

Im very pleased to have helped you - Let me know if I can help anymore...
