the only way to get the car out of eco mode is to start the car ie have the engine running I cant be anymore detailed how to get the car out this mode as it is the only way
what is wrong with the car is there no communication with the engine ecu? if so there is a good chance there will be a broken wire between the ecu and the under bonnet fusebox/psf1 usually the white wire with a red tracer

that wire that is getting the 9.7 volts i would recheck that wire and connection make sure your checking it on the resistance setting and not the continuity, you are really looking for anything unto a max of 0.5 of an ohm. the only common fault is a broken wire between the fuse box and the emu its self.
and as above echo mode will only go off once you have got the car started/fixed the fault
