The tenants in my rented house have complained that the dishwasher is going through the cycle but the dishes are still dirty. i went to have a look at the machine and it appears that they have been running it without salt. We live in a hard water area - could the lack of salt be the reason for the dirty dishes?

Hard water will indeed cause poor wash results. Are the dishes coming out with food particles or more of a mineral type haze on them? Mineral build up can also cause trouble with the water recirculation because it plugs the screens in the filters.
