Hi, welcome to Just Answer. My name is ***** ***** I look forward to helping you! The motor is likely shutting off on the overload protector. Does the motor stay running with no load, only shutting off when trying to shred?

no th emotor is shutting off after 2 or 3 seconds with no load as i havent started shredding
it shuts down with no load in 2 or 3 seconds

If you turn it off and back on, will it start right away or does it delay?

no it starts right away when turned off and on again but stops after 2 or 3 seconds without any load being put on the motor. I've checked everything is tight and clean around the cutting area and the filter is free of dust so no restrictions what so ever.

It is not the motor protector then. The power has to be dropping from the motor, probably from the safety device kicking in, shown as number 95 in the diagram below.
