All the spin lights and the rinse hold and the wash lights are on. I have tried holding the start button for about 20 s does not work.

The column of 4 lights, number them with 1 at the top, which number flashes?

First, try clearing the stored errors.
You may have to do this several times and the start light may not flash as it says in the service manual.
Turn the knob to off.
Close the door.
Turn the knob to 6 o'clock position.
Wait 2 seconds.
The start/pause should begin flashing.
Press and hold the spin button.
Turn the knob to 7 o'clock position.
Release the button.
This should erase the error codes and get you running again.
If the error code returns, you may have a fault in the motor or main control board.
If the machine won't go into diagnostics to erase the error code, it would suggest a faulty control board.
Try it several times to see if you get it reset.
The board can store 5 codes so you may need 5 resets.

Sometimes it does, most times not.

The spin button is under the column of lights where the spin speed is indicated.

Assuming the procedure was carried out correctly and the machine won't erase the codes, I'm afraid you'll need to call Bosch to have them come and repair the appliance under warranty.
It's very likely you'll need to have the main control board replaced as the code states in the service manual that it's a fatal error.
do you think i should just buy another machine? is it going to be

You said it's a fairly new machine.
Bosch have a 2 year warranty if you have proof of purchase.
new machine, been used 12 times or so but has been over 2 years. Has been in house not used.
How much would it cost to repair or should I buy new?
Fixed price repair, inclusive of parts is around £150.
Check www.repaircare.co.uk and see what deal they have.
It would cost more than double for a semi decent machine.
