The 3E indicates a fault in the motor circuit of the appliance.
Unplug the appliance and remove the rear panel.
Check the wiring to the motor plug, check the motor plug and check the motor itself.
In particular, check the carbon brushes in the motor.
If they are worn or broken, replace them.
If stuck, free them off.
Refit the motor, reassemble the appliance and try it again.
If it's still the same you are looking at having to change either the motor or control board, possibly both.
Check the wiring, see what you find.
