The most likely cause of this problem is the carbon brushes in the motor have worn out.
Unplug the appliance and take the rear cover off.
Check the wiring and the plug to the motor.
If ok, take the belt off.
Take the bolts holding the motor to the tub out.
Take the motor out and check the carbon brushes.
If stuck, free off and refit the motor.
If broken or worn out, replace them and refit the motor.
Reassemble the appliance and try it again.

If the motor turns, unplug it and obtain new brushes.
15mm is pretty short so I would think that the carbons are well worn.
Check it out, don't use the machine if it start to run. You could damage the electronics.
