JA: What's the model number of your TV? How old is it?
Customer: WD32FL2240 2 yes
JA: Does the TV menu work? Do you have the same problem on all sources/inputs?

JA: How long has this been an issue? What happened right before this popped up?

This kind of problem mostly occurs due to bad/ corrupted firmware (TV internal software) that gets stuck in middle of boot up process, reset the TV most of the times works to clear the bug.

Have you tried to unplug TV power cord from power outlet for 10 minutes to reset the TV, replug back in, switch it On and check?

If problem persist then I'm afraid it would be hardware related failure, EEPROM chip that stores the firmware data has got internal failure and causing the problem, at this point you would need to replace main board of TV to fix the issue.
