Okay. Now I understand that it is connected to the network, but you can't get into any apps. What does that mean?
What does it mean when you say, "cant get into any apps"?
Yes, you can go to Settings > System, and choose to factory reset it.

Look in the Network Area.

Yes, that needs to stay on. Otherwise, you would have to manually enter the IP addresses.
