Unfortunately, the key lock can only be enabled/disabled using the remote. There is no way around it.
You can test the IR output of your remote with a digital camera/phone camera:-point the remote at the camera lens-press buttons on the remote-watch the camera screen-you should see a flashing light coming from the tip of the remote

If you are seeing the flashing, then the remote sensor inside the tv is defective and needs to be replaced. I could help you with that but if you do not have the needed skills and tools then having it repaired by a local shop is your best option. I can help you with that too, just provide your zip code.
