Initially, please describe more "...picture is really bad..."
Perhaps better yet, post back with a clear picture of the TV's screen showing the bad picture. Please click HERE.

Is the TV directly connected to an antenna? ...or is there a cable box or even a satellite receiver? If yes to the latter, please describe how the cable box is connected to the TV using what kind of cable(s).
Have you considered / tried a RESET of the TV back to factory defaults ?
At this point, the only other test that can be done would be to connect another source such as a DVD or Blu-ray player to the same HDMI cable and HDMI port.
IF the picture would still be the same quality, THEN it would be a TV performance issue.
Additionally, that a RESET has already been done and was not corrective is very significant as it would point to a most likely short coming of the TV's picture quality to your expectations.
Please post back results / observations when a DVD or Blu-ray player has been tried.
Then it would be to your advantage to bring it to the attention of the store or better yet an authorized LG Service Center while the TV is still in warranty. Click HERE.
