I am trying to give you an answer but I need you to give me more information first. Are you seeing the questions I keep posting:
Do the buttons on the tv itself work?
Are you still able to use the Time Warner remote for Tv functions like Power/Volume?
If the Time Warner remote is NOT controlling the tv Power/Volume then try resetting the tv by unplugging it's power cord for 3 full minutes.
If that remote is working and you put new batteries in the Vizio remote, then the Vizio remote is defective and needs to be replaced. Here is one place to buy the remote online:
