This issue is caused by a defective board in the tv called C1 or C2 buffer. The boards are really cheap on eBay right now. So if you want to DIY, I will give you a quick link for just one of the sellers and you can reply back here if you get stuck during the repair. If you can't DIY then I can look for a repair shop near you.

no, they are the boards that run along the bottom edge of the display panel, likely hidden under brackets and shields.

This usually points to defective display panel (entire tv screen), but might be controller board. I'll have to look for that part, if you like.
