Its my guess you are watching TV services via a satellite or cable box and the problem is the sound level from the box is too low for the set to amplify, you need to increase the level from the box in order that the TV increases the volume, often this is a hidden setting in the box however if you get me the model number of the box I may be able to find this out.

You can verify the problem is the box by trying another input like a DVD player you will find the level of sound OK with this.
