1. What is the full model number of the Tv? see sticker on back of tv2. What is the model number of the sound bar?

No "e3" but I'm seeing a E600i-b3, so i will go with that.
Did you just get the sound bar? Does the packaging/box have any model number? Does the user manual have any model number?
You should use the 3.5mm stereo to Red/White rca cable:
-Red/White rca cables go to the SIDE jacks on the tv labelled "Audio Out".
-3.5mm cable goes to the AUX2 jack on the sound bar.
The use the "INPUT" button on the sound bar to choose AUX2.

If you connected the cable in the manner I described, then you need to set the sound bar to AUX2.
please confirm you used the red/white audio out jacks on the tv?
please confirm you used the 3.5mm AUX2 port on the sound bar?
there is no audio out on the bottom, only on the SIDE. It has a label. It says "Audio OUT". It is red/white jacks.
test the sound bar by plugging those red/white cables into something else besides the tv. Like a cable box or satellite box or dvd player. Anything with red/white audio OUT jacks.

Have you tested the sound bar using something else besides the tv?
what exactly are you "playing" on the tv? cable box, or satellite box, or ?
is there sound coming from the tv speakers?
what kind of connection from the cable box to the tv? eg- hdmi, or component, or av, or?
please check the audio settings with the Vizio remote:
analog audio out
if it is currently set to Variable then moving the volume up/down on the tv remote will affect the amount of sound output to the sound bar.
if it is currently set to Fixed, then moving the volume up/down on the tv remote will not affect the amount of sound output to the sound bar.
What is the current setting? Variable or Fixed?
-set tv speakers to OFF in that audio menu.
-keep turning the volume up on the tv remote
-keep turning the volume up on the sound bar remote
