Is it the arrow keys that are not moving the selected area?
If so, and if your remote has it, try the 'TAB' key instead, once, seeing whether the selected area moves, and if so, try the arrow keys again.
If that doesn't work or is N/A, try using the arrow keys on the TV itself - which may be under a small hatch or cover, probably on the side-edge of the screen.
What is the maker and model of your TV? Is it brand-new, or has it been used before?
Has the Netflix app been selectable previously?
