Hello, Can you please elaborate on what the volume problem is?
Also how long have you owned the TV for and when did the problem occur?
Thanks for the reply. What are you viewing from- is it a cable box? The reason I ask is that sometimes a reboot of the box by unplugging it from power for several seconds and plugging it back in and cure this issue.
If not, and you've already tried this, then you're looking at a Mainboard issue with the set. Please disconnect the set from power then press and hold the power button on the TV itself (not the remote) for 15 seconds and release. Then wait a full minute, plug the TV back in and press power once. Let me know if the issue is still there please.

If so then the Mainboard within the TV is the cause of the problem and would need to be replaced. This is very common with older Wetstinghouse sets and the board is commonly found for around $80 if you're looking to repair the TV yourself.
