Does this issue happen with all inputs/sources (cable/satellite, dvd, game, apps, etc)?
This type of issue coudl be a tv problem, but just as easily may be a problem with the cable box, which have very high failure rates.
If you reboot the cable box, by unplugging power to it for 60+ seconds, does that resolve the issue (even temporarily)?
