Please allow me to ask you a few questions to diagnose the problem.
- Can you please get me the model number written on back of TV?
- What video devices/ sources (such as cable box DVD player etc) are connected to TV and does the problem occur on all video input sources?

OK, there are two possible circuit boards in TV that can cause such symptoms, either power supply board isn't working or main processor chip has got internal failure.
It needs further troubleshooting with mltimeter to check standby 5V which will help to determine which board is bad to get it replaced. If standby 5V DC is available then replace main board and if standby 5V isn't available on power supply board then replace it which will help to resolve the problem.
Please check with following supplier to get required replacement board if you're working on this TV yourself...
